You can learn the skills required to start a business at no cost at all to you. For example, SBA.gov will teach you about everything you need to know including how to get financing. Chambers of commerce and local colleges and universities often teach free courses on how to start a business.

The military also offers free education. My grandson went through med school at the expense of the United States Army. He is now serving his residency in an army hospital. Many technical people, electronic technicians and such, learned their skills in the military.
